Shares in Europe rose significantly during midday trading hours, while Shanghai and Sydney closed higher. Indexes in Tokyo and Hong Kong declined.
The president told Fox Business Thursday morning that the administration and Democrats are "starting to have some very productive talks" on more U.S. economic aid after the $600 in extra weekly employment benefits that supported consumer spending expired.
